Docanto has a troublesome past beyond the assault case, and can’t be the only person qualified to work as a city code enforcement officer, a position often handed out as political patronage. While Tartaglia hasn’t commented, Carpenter has defended the decision to hire Docanto, mostly saying that the late Brockton Police Chief Bob Hayden had endorsed hiring Docanto as a cop, never mind a Board of Health employee. He was fired, a decision which was upheld by the state Appeals Court when the police union contested it. Docanto admitted to sufficient facts to prove his guilt for a charge of assault by means of a dangerous weapon (shod foot) in 2003, according to court documents, but his criminal case was continued without a finding for a year. The incident took place two years earlier, with surveillance images showing a group of men viciously beating the victim in the parking garage at the Prudential Center.

The city officials hired Noel Docanto to be a code enforcement officer for the city’s Board of Health, even though Docanto was fired in 2005 by the Boston Police Department for assaulting a civilian.
